Found in Epic and Legendary rarities, the Rail Gun isn't sold by NPCs. Players must search Chests and Floor Loot. The abundance of loot sources in Chapter 6 Season 1, such as Magic Mosses' loot caves and Nightshift Forest's hidden vaults, increases the odds. Your best bet is simply opening chests and hoping for a lucky drop.
