As the Pickaxe is part of the Northern Expedition update, you'll find it within the new Fisch areas – specifically, the mountain camps. First, reach the Northern Summit. This is straightforward: swim to the open ocean and head towards the Northern Expedition marker.
You'll find a portal there that transports you to a new sea containing the Northern Summit. This island is a large mountain with intricate paths and a frigid climate.
