The Best Deck for Victoria Hand
A card-generation deck featuring Devil Dinosaur is ideally suited for Victoria Hand. To maximize their synergy, combine them with: Quinjet, Mirage, Frigga, Valentina, Cosmo, The Collector, Agent Coulson, Agent 13, Kate Bishop, and Moon Girl.
Iron Patriot, Mystique, and Speed can substitute for Agent 13, Kate Bishop, and Frigga.

Countering Victoria Hand
Super Skrull effectively counters Victoria Hand. He's a valuable tech card against both Victoria Hand and Doctor Doom 2099 decks, which are frequently used.
Other counters include Shadow King (removes Victoria Hand's buffs in one lane) and Enchantress (removes all Ongoing effects). Valkyrie, played in a key enemy lane, can disrupt their Power distribution.
